Oregon Health Administration says Ozone kills Algae (Algal) Toxins best

Twice now, the Salem water department has issued a warning about the safety of drinking the tap water. I don’t know what they do in their municipal water processing, but Wilsonville has a state of the art system that uses ozone. When the toxins get too high, they just adjust the amount of ozonation in their system. There are thousands of Metropolitan water systems that rely on Ozonation to purify their water. Among them is Los Angeles, London, Paris, Munich, Milwaukee, and countless other cities, including Wilsonville here in Oregon.
As a mother I have always been concerned about the safety of the water my children drink, the food they eat, and their overall health and well being.
The number of alerts across the country about algae bloom and resulting cyanotoxins, is disconcerting to say the least.
As a healthy adult it is frightening to me that we need to worry about pesticides, pathogens pharmaceuticals, and now toxins in our drinking water. The food we eat can also have a host of pathogens and pesticides, meat may have antibiotics, lettuce may be tainted with E. coli, salmonella and more.

The most consistently efficient process for destruction of both ultra- and extracellular microcystins appears to be ozonation, which can rapidly achieve essentially complete destruction of microcystins, nodularin and anatoxin-a at low doses and contact times (Keijola et al., 1988)( Himberg et al., 1989)( Rositano and Nicholson, 1994)( Croll and Hart, 1996)( Rositano et al., 1996)(Hart et al., 1997). At low pH, an ozone dose of as little as 0.4 mg/L removed 97% of microcystin-LR (WaterRF, 2010).”
“Studies on four different treated waters spiked with 20 mg microcystin LR/l showed that quite low ozone doses (0.15 to 1.1 mg/l) were required for complete removal (62)”

This a short excerpt from the document, concisely listing different methods and their effectiveness at dealing with algae toxins
Depends on the material, membrane pore size distribution, and water quality. Nanofiltration is generally effective in removing extracellular microcystin. Reverse osmosis filtration is generally applicable for removal of extracellular microcystin and cylindrospermopsin. Cell lysis is highly likely. Further research is needed to characterize performance.
Effective for oxidizing microcystins and anatoxins. Further research is needed for cylindrospermopsin.
Very effective for oxidizing extracellular microcystin, anatoxin-a, and cylindrospermopsin.
Not effective with doses used in drinking water treatment.
Effective for oxidizing extracellular cyanotoxins as long as the pH is below 8; ineffective for anatoxin-a.
Effective at degrading microcystin and cylindrospermopsin but at impractically high doses.
Powdered activated carbon (PAC): Effectiveness varies highly based on type of carbon and pore size. Wood-based activated carbons are generally the most effective at microcystin adsorption. Carbon is not as effective at adsorbing saxitoxin or taste and odor compounds. Doses in excess of 20mg/L may be needed for complete toxin removal.
Granular activated carbon (GAC): Effective for microcystin but less effective for anatoxin-a and cylindrospermopsins.”
Reverse Osmosis is the recommendation from the Salem Water district, but even then, to be most effective, it will need UV (ultra violet) or Ozone treatment to fully destroy the algae toxins. As a filter, they do need to be replaced at some point when they lose effectiveness.
Filters, even counter top ones, can be fairly effective at removing the toxins. Coconut carbon filters are not as effective, and highest efficiency is reached only with multi stage filters, and a slow filtering process. Fast filtering and single stage filters are not effective against toxins. For more information on your own filter's effectiveness contact the manufacturer.
ALL filters, even Reverse Osmosis, start out at 100% of their effectiveness, but at some point, they need to be replaced, and do you really want a filter that is not working at 100%?
While UV lights can neutralize pathogens, it may not kill them, it just make them inert by scrambling their DNA, to put it simply. Under the right conditions, the pathogens can reactivate and cause illness.
After doing a great deal of research, I have found that ozone is the most effective method for getting rid of not only the algae toxins, but also pharmaceuticals, pesticides, herbicides, and pathogens.
Germs like E. Coli, Salmonella, Cryptosporidium (chlorine is not very effective with this one), Giardia, MRSA (and other antibiotic resistant bacteria), listeria, and a host of other pathogens, (some say virtually all), are destroyed by ozone and there are no residuals as there are with chlorine based disinfectants, (such as THM’s and other cancer causing residuals).
